韦峻轩（罗仲谦饰）是香港警队里一个见习督察，立志要成为史上晋升得最快的督察。一次扫毒行动中，峻轩碰上疑犯五折，公报私仇，让五折药物中毒。事后峻轩发现五折死亡，因此一直感到不安内疚，要靠心理医生胡家琳（朱锐饰）的治疗才能稍稍平复。 
　　大陆警察江子丹（化名子弹）（王阳饰）前来探望好友，发现五折服用过量毒品堕楼身亡。子弹对此大感诧异，认为这是不可能的事，决定要找出真相，以证好友的清白。没过多久，子弹发现五折的死与一个香港黑道社团经营的贩毒网络有关，该网络正与外国贩毒集团勾结，筹划开拓中国这个庞大的市场！于是立即联络香港警方，两地联合部署行动，要捣毁这个跨境的贩毒集团。
